What is the Behavioral Health Commission (BHC)?
The Behavioral Health Commission (BHC) shall advise the Board of Supervisors and Director of Behavioral Health on aspects of local mental health programs. The Behavioral Health Commission shall also review the Annual County Behavioral Health Services Performance Contract, evaluate community mental health needs, services and facilities; and approve procedures for citizen and professional involvement in the planning process. An annual report shall be submitted to the Board of Supervisors. The Behavioral Health Commission shall make recommendations regarding the appointment of a local director of mental health services and shall assess the impact of the realignment of services from the State to the County on services delivered to clients and on the local community. The Behavioral Health Commission shall also review and comment on the County’s performance outcome data and communicate its findings to the California Mental Health Planning Council.
