County Overcomes COVID Testing Supply Shortage with New Supplier
All residents urged to get tested at convenient sites using easy-to-use nasal swabs
Responding to a recent statewide shortage in COVID-19 testing materials, San Bernardino County has contracted with a new supplier to secure an adequate supply of test equipment and is now encouraging all County residents to get tested.
“Now that our testing capacity has expanded and stabilized, we hope that every resident, regardless of whether they have experienced any symptoms, will make an appointment to get tested,” said Board of Supervisors Chairman Curt Hagman. “Testing is free, painless, takes only a few minutes, and can be obtained without a doctor’s prescription.”
The County is now offering testing with an appointment at 10 locations, using an easy-to-administer nasal self-swab. Results can also be expected in no more than 5 days, but usually within 72 hours. There is no cost to take the test, however County residents will be asked to enter insurance information when setting an appointment in order to assist taxpayers in recouping some of the costs associated with testing.
New supplier, improved nasal tests
The County’s new supplier is Fulgent Genetics, a Southern California-based genetics testing company that provides diagnostic testing for improved patient care. The company’s COVID-19 polymersace chain reaction (PCR) tests involve a relatively short nasal swab, which most patients consider much less uncomfortable than the longer “nasopharyngeal swabs” commonly used earlier during the pandemic. Fulgent collaborates with Healthvana, an HIPAA-secure information portal, to provide test results 3-5 days after testing.
The County has established testing sites In Fontana, Hesperia, Montclair, Ontario, Rancho Cucamonga, Redlands, Rialto, San Bernardino and Victorville, along with the Arrowhead Regional Medical Center in Colton. In addition, tests (and other services) are provided to underserved and vulnerable populations at County Health Centers in Adelante, Hesperia, Ontario and San Bernardino.
In addition, COVID-19 testing is being conducted at various state-run testing sites, as well as sites operated by private clinics, certain Rite-Aid Pharmacy locations, and HMO-operated facilities. State sites and private clinics may be using providers other than Fulgent, and testing methods vary at these other locations. Residents are encouraged to visit the County’s Testing Sites webpage to see all the County, state and private testing options, and to schedule an appointment.
Benefits of widespread testing
Public health experts believe that many of the people who carry the coronavirus do not know it, since they exhibit no symptoms of the disease (referred to as asymptomatic carriers). As a result, hundreds of thousands of infected people could be unintentionally spreading the virus to others.
“Increasing the number of people tested is essential to lowering the infection rate, getting the County back to work, and allowing recently reopened businesses to stay open,” said County Public Health Director Corwin Porter. “Testing gives us a better idea of community spread and the scope of infections, and helps us concentrate medical resources where they are needed most. And working in concert with our contact tracing team, we can better stop the spread of the virus.”
Expanded testing and lowering our positivity rate will help San Bernardino County get off the state’s Monitoring List and allow more flexibility in our reopening efforts.
Porter cautioned, however, that a negative test result should not be seen as permission to stop being cautious.
“Regardless of your test results, you still need to avoid gathering with people outside your immediate household.” Porter said. “You also should continue social distancing, continue wearing a face covering whenever in public, and diligent washing of your hands. Expanding our testing is an essential step in our war against COVID, but we’ve already seen what can happen if we relax prematurely.”

Corwin Porter Appointed County’s Public Health Director
Corwin Porter, Director, San Bernardino County Department of Public Health
The County of San Bernardino is very pleased to announce the appointment of Corwin Porter as Public Health Director. Corwin has worked for the Department of Public Health for 31 years and has served as Assistant Director for nearly 5 years, overseeing four divisions and three programs.
“We are very pleased that Corwin will bring his extensive experience to this role serving the residents of San Bernardino County,” said County CEO Gary McBride. “Through his extensive training and experience, Corwin has built a culture of quality by developing staff and encouraging leadership positions.”
Prior to his role as Assistant Director, Corwin served as the Director of Environmental Health Services for four years. While in this position he served on the California Conference of Directors of Environmental Health (CCDEH) Executive Committee for three years.
He holds a Master’s Degree in Public Health with a concentration in Epidemiology and is a Registered Environmental Health Specialist and a certified professional food handler.
Through Corwin’s leadership, the department developed several advancements in operations and received 18 NACo Achievement awards between 2019 and 2020. Throughout his career, Corwin has served with integrity and has been fully committed to executing the Countywide Vision and its focus on wellness.
Corwin is also an Adjunct Professor at Loma Linda University’s School of Public Health.
County Libraries Now Open for Summer with Limited Hours
Most San Bernardino County libraries have begun opening their doors with limited library services and modified hours. Although COVID-19 conditions are continually evolving, locations in the High Desert, Chino, and more will be operational Tuesday through Thursday from 11 a.m. to 6 p.m. and Saturday from 9 a.m. to 4 p.m., with some variations for some locations.
County residents can visit a webpage to view a full list of County libraries open to the public, along with hours and safety measures.
Libraries have implemented a variety of safety measures, including temperature testing for all employees, installation of sneeze guards at all service counters and removal of some furniture to ensure proper social distancing. In addition, computer sessions have been reduced to one hour and face coverings are required for all employees and visitors.
The move to reopen comes as San Bernardino County libraries is featuring an online Summer Reading Program. Students can use their library card to register on Beanstack, an online tool for facilitating reading programs and begin logging in their reading progress for reward badges and potential prizes. Programs are organized into several age categories, with an adult program also available for participation.
County libraries also offer program kits to library card holders for weekly crafts tutorials hosted on Facebook Live. Participants follow along online and are provided with instructions and materials in a prepackaged kit available for pickup at their open local library. Patrons are also strongly encouraged to visit the County Library website to place items on hold, use self-checkout, and have access to all available eContent such as audiobooks, eBooks, and magazines.
Don’t Wait! County Offering Free Face Masks to Nonprofits
The County is now providing complimentary disposable face masks to help 501(c)3 organizations throughout San Bernardino County.
To obtain free masks through the County’s Purchasing Department, please email a request to vendor@pur.sbcounty.gov. In your email, share documentation designating your organization as a 501(c)3 non-profit, along with the number of masks needed for your organization. The Purchasing Department will contact you when the complimentary disposable masks may be picked up.
Mask are available as supplies last, so don’t delay. The County is also asking that our County nonprofits only request what they need so we can help as many as possible.
15 County Jail Inmates and 11 Sheriff’s Employees Test Positive for COVID-19
Fifteen County jail inmates have tested positive for COVID-19. Three inmates are at the West Valley Detention, two are at the High Desert Detention Center, eight are at the Glen Helen Rehabilitation Center, and two are at the Central Detention Center.
A total of 232 County jail inmates have tested positive for COVID-19. Many of the inmates are only experiencing minor symptoms of the virus. The infected inmates are in isolation, being monitored around the clock, and are being provided with medical treatment. One hundred and eighty-six inmates have recovered from the illness.
All inmates continue to be provided with face coverings, cleaning supplies, soap, and are urged to wash their hands repeatedly throughout the day. They are routinely reminded of the need to practice social distancing to slow the spread of COVID-19.
Eleven department employees have tested positive for COVID-19 and are self-isolating at home. A total of 152 department employees have tested positive for COVID-19. One hundred and thirteen (113) employees have recovered from the virus; other employees are expected to return to work in the next few weeks.

Corwin Porter nombrado Director de Salud Pública del Condado

Corwin ha trabajado para el Departamento de Salud Pública durante treinta y un años y ha servido como Subdirector durante casi 5 años, supervisando cuatro divisiones y tres programas.

15 presos de la cárcel del condado y 11 empleados del sheriff dan positivo por COVID-19

Calling all Californians: #ShopSafeShopLocal
As we all know, small businesses in San Bernardino County have been hit hard by the pandemic and have struggled to keep their doors open and employees hired.
To help bring patrons back, the state has announced a new campaign — “Calling All Californians: #ShopSafeShopLocal” – that encourages people to support small businesses in their communities who have made the important modifications to protect public health and desperately need customers back in their stores.
The campaign is a call to action to help our County’s diverse neighborhoods thrive and help small business owners grow their digital footprints. As the core of the campaign is a website that offers small business owners critical tools and online resources, including social media graphics, free consulting and access to personal protective equipment (PPE). These resources will help California’s entrepreneurs adapt to new consumer and market demands and create safer shopping experiences by improving those small businesses’ online presence.

Our goal is to continue on the path of reopening, but to get there, we’ll need everyone’s cooperation. Please remember to wear a mask, wash your hands, and practice six-feet social distancing. Public invited to review, comment on proposed new County Charter
The San Bernardino County Board of Supervisors will consider placing a new County Charter on the November ballot at 1 p.m. on Tuesday, July 14, in the Covington Chambers at the County Government Center in San Bernardino.
If approved by voters, the proposed charter would replace the current charter, which was adopted 107 years ago in 1913.
In July 2019, the Board of Supervisors appointed Chairman Curt Hagman and Second District Supervisor Janice Rutherford to a subcommittee to begin working with County staff on a charter reform package.
“Our goal was to develop a set of reforms that would modernize our charter by removing outdated language and incorporating proven good governance practices,” Chairman Curt Hagman said.
If approved by voters, the remodeled charter would:
- Allow the Board of Supervisors to call for special elections to fill vacancies in County elected offices and to remove the Governor’s authority to make appointments to fill vacant Supervisor offices
- Require the Board of Supervisors to create a redistricting commission to be involved in the redrawing of the boundaries of supervisorial districts every 10 years
- Protect campaign finance rules and enforcement of those rules
- Limit County supervisors to a total of three four-year terms
- Limit and fix supervisor salaries to 80% of the salary of Superior Court Judges and require public hearings for any effort to change supervisor salaries and benefits
- Require the Board of Supervisors to publicly review County Health Officer orders
- Require the Board to periodically and publicly review the County Code and the Charter for outdated or unnecessary provisions
- Replace gender-specific references to reflect the gender diversity on the Board of Supervisors.
- Require the Board of Supervisors to adopt rules of order for its meetings
“These reforms — if approved by voters — will bring San Bernardino County’s governance into the 21st century by locking in good governance policies, closing the term limit loophole, allowing special elections to fill vacancies, and creating a redistricting commission,” Second District Supervisor Janice Rutherford said.
The proposed Charter, a PowerPoint presentation that will be used during the July 14 Board meeting to summarize the proposed Charter, and information on how to submit comments can be found on the New Charter website.
The 1913 County Charter
The Board will accept in-person comments during the meeting as well. However, seating in the chambers is limited due to COVID-19 restrictions.
There are 14 Charter counties in California. The State’s remaining 44 counties are, by default, General Law counties and are bound to adhere to State laws regarding the number and duties of county elected officials.
Charter counties have a limited degree of “home rule” authority that may provide for the election, compensation, terms, removal, and salary of the governing board as well as the election or appointment (except sheriff, district attorney, and assessor who must be elected), compensation, terms, and removal of all county officers
However, a charter does not give county officials additional authority over local regulations, revenue-raising abilities, budgetary decisions, or intergovernmental relations.

Despite COVID-19, Ontario Airport Remains Critical Economic Engine for County
Mark Thorpe is the CEO for Ontario International Airport Authority. He shared the impacts of COVID-19 on air operations and plans for recovery and reopening.
Ontario International Airport (ONT) headed into 2020 as America’s fastest-growing airport two years running and as one of the busiest cargo airports in the world, fortifying our role as an important economic engine for San Bernardino County, the Inland Empire and Southern California.
Then came COVID-19, which impacted airports across the U.S. as domestic and international air travel declined sharply. ONT was no exception, recording significantly lower passenger volumes in March, April and May as business and leisure travelers largely stayed home. Even so, there is a growing sense of confidence that passenger traffic will pick up in the coming months as the post-pandemic recovery takes root, and based on flight schedules published by our airline partners, we share that optimism.

In the meantime, cargo shipments through ONT have increased dramatically through the pandemic, underscoring the critical role our region plays in logistics and the supply chain. Our freight volumes have grown more than 20 percent in each of the past three months, fueled by a surge in e-commerce as shoppers stayed at home. In May alone, more than 81,000 tons of commercial freight passed through ONT – up 24 percent from the same month a year ago.
These kinds of historic gains are encouraging news for our County and region as we begin to recover from the economic damage caused by COVID-19. When it comes to logistics and supply chain management, the Inland Empire has a distinct competitive advantage. We’re ideally located, and have the infrastructure and talent pool to handle the growing demand for product and goods shipments.
Through the efforts of our regional economic development agencies, colleges and universities, and groups such as Inland Economic Growth and Opportunity (IEGO), the Inland Empire is developing the partnerships and systems to become a global innovation hub – bringing more business and even better jobs to the region.
We feel Ontario Airport plays an important role in all of this, and look forward to our continued partnerships with our local business community and stakeholder groups.
We also look forward to the return of the kind of passenger travel that made ONT the fastest growing airport in the country. To that end, we’ve taken industry-leading steps to ensure the health and safety of its passengers, visitors and employees, including the use of high-tech sprayers and a highly effective disinfectant to sanitize all touch points within the airport, new passenger screening trays treated with powerful antimicrobial technology, new escalators with self-sterilizing UV-C light technology and clearly posted social distancing guidelines.
COVID-19 has had an unprecedented impact on our industry and our economy, but we’re doing everything in our power to weather these very turbulent times as we look forward to an equally strong recovery.
A Deeper Look at San Bernardino International Airport
Michael Burrows is executive director for San Bernardino International Airport (SBD). SBD was once the Norton Air Force Base (NAFB) until it was closed during the 1988 round of military base closures. The closure of NAFB created a loss of 10,000 direct jobs and more than $1.9 billion in economic output to the local economy. Now close to 13,000 new jobs have been created at SBD, with just over $2.7 billion in economic output for the region. Michael shares more about that effort, and how SBD is positioned for the future.
What has helped drive job creation at SBD?
Fueling the redevelopment effort at and around the airport has been a flagship public-private partnership with Hillwood resulting in over 15 million square feet of new commercial development. Called AllianceCalifornia, it recently added a fourth Amazon facility, which rounds out a host of Fortune 50, 100 and 500 companies operating in the Inland Empire. We now have over 4 million square feet of Amazon e-commerce facilities, alone.

UPS started flying cargo at SBD in 2017, and they put us on the map. FedEx followed and added a FedEx ground facility as well. We now have our largest expansion underway — a 100-acre Amazon Air regional air hub, a $300 million investment that will add up to 26 flights a day. With Amazon Air, we will have the three largest air cargo carriers in the U.S. flying out of SBD.
How does SBD benefit the community?
We’re home to fantastic public safety facilities such as the San Bernardino County Sheriff’s Aviation Department Headquarters, including search and rescue, medical response and aircraft maintenance teams. We have the U.S.D.A. Forest Service Fire Tanker Base, a critical regional asset, and the San Bernardino Regional Emergency Training Center where we train and certify aircraft firefighters.
As we strive to create new aviation jobs, I cannot say enough about the San Bernardino County Workforce Development team and their support for current and new businesses. We have partnerships with the educational sector which helps expose younger generations to careers in aviation related fields. There are many jobs other than pilot or flight crew member that a high school student isn’t necessarily going to think about. We help students cross-train in administration, operations, aircraft rescue, firefighting training, and even security and maintenance so that they see what skill sets they might need and how they can grow professionally.
Bringing career opportunities to the region is a big part of our community responsibility. We have returned nearly 13,000 jobs to the region and we anticipate the Amazon Air Regional Air Hub employing 1,700 people when it becomes operational towards the end of the year. At full operation, it will employ over 3,800 individuals.
How are you supporting COVID impacts?
Our international customs clearance capability provides charter options, particularly to our healthcare community, for transport of personal protective equipment (PPE) and other essential cargo. When companies are struggling to get product in and out of the LA basin, airports like Ontario and SBD are here to provide support. When capacity gets tight, as it has during COVID-19, you need relief valves to get vital merchandise and equipment to the regions that need it most.
An airport is an economic anchor, in good times and bad, and that’s part of our job. Whether it’s a medical aid flight, corporate charter, aerial firefighting tanker, or an air cargo operation, that’s what we’re here to support.
We’re currently assisting Delta Airlines with aircraft storage and maintenance during the pandemic. Our team provides all the fueling, services and hospitality to each of these customers. Whether you’re a small plane or a commercial aircraft, our staff will treat you like gold particularly in times like this. Even though they’re wearing masks, there are smiling faces behind them.
San Bernardino County Transportation Authority
The San Bernardino County Transportation Authority (SBCTA) is responsible for cooperative regional planning and furthering an efficient multi-modal transportation system for San Bernardino County. Ray Wolfe, executive director for SBCTA, shared more on COVID impacts and new and in-progress projects.
Can you give us a snapshot of the current scope of SBCTA?
SBCTA is currently delivering on its largest program in the agency’s history. Actively bringing more than $4 billion in transportation improvements to help people and goods move to and through our county, SBCTA is proud of introducing multi-modal solutions to our growing population.
We are addressing the current demand in both roadway and transit through projects like the I-10 Express Lanes, the US 395 Widening, and upcoming Arrow rail service that will connect the east valley to transit options that reach all of Southern California.
We are also addressing the next generation of transportation needs. The SBCTA team is bringing the first zero-emission, self-powered train to North America, facilitating real change to the way passenger rail travel operates for years to come. The innovative spirit thrives in San Bernardino County as we look at this and other emerging technologies to deliver on our promises in a faster, less-expensive, and environmentally-friendly way.

What are your priority projects at the moment – has COVID impacted or helped in terms of moving these projects forward?
Providing an excellent transportation system warrants the designation as an essential sector. So, when it comes to identifying our priorities, the Board of Directors continues to do an outstanding job of making sure staff has the tools and the direction it needs to treat every project we deliver as if it is the only one.
Our approach has not wavered during concern from COVID-19. However, given the financial strain this pandemic has placed on both the State and Federal governments, we should be prepared for the impact it might have on some our funding sources going forward. In the meantime, SBCTA will continue to look to innovation for how we can deliver projects in the most effective way possible.
What can residents expect when they travel with SBCTA?
SBCTA supports our partners in transit as they offer outstanding, safe, and effective services throughout the County. From buses to rail, the demand for transit choices continues to grow and our transit providers look for more ways to step up to that challenge. When someone steps out of their car and into the transit world in San Bernardino County, they can expect a safe, clean, courteous experience as they reach the various destinations we serve.

Board adopts resolution declaring racism a public health crisis
The San Bernardino County Board of Supervisors adopted a resolution on Tuesday declaring racism a public health crisis becoming the first county in California to do so.
The Board also directed County staff to form a new Equity Element Group of the Countywide Vision project to promote and increase equity in San Bernardino County. Once formed, the Equity Element Group would be comprised of community members and experts in healthcare, education, economic development, law and justice, and other fields to create a path toward promoting and increasing equity within the county.
The issue of racism as a public health crisis came to the forefront following the global response to the May 25, 2020 death of George Floyd in Minneapolis, and the impact of COVID-19 on the Black community and discussions with local community advocates.
The resolution states that racism results in disparities in family stability, health and mental wellness, education, employment, economic development, public safety, criminal justice and housing.
Statistics show:
-The infant mortality rate within San Bernardino County’s Black population is more than double the rate for the County as a whole.
-Black people account for less than 9 percent of the County’s population but almost 19 percent of County jail bookings and 38 percent of the bookings into County juvenile detention facilities;
More than 21 percent of the County’s homeless population is Black.
-The Black homeownership rate in San Bernardino County is less than 43 percent but stands at 60 percent for the County as a whole.
-In San Bernardino County, only 17 percent of Black students compared to more than 31 percent of all students are proficient in math and less than 35 percent of Black students compared to
almost 45 percent of all students are proficient in English/Language Arts.
-The college and career readiness rate is 44 percent for all students but is only 30 percent for Black students; Meanwhile, suspension and expulsion rates for Black students
are more than twice the respective rates for all students.
The County will actively participate in the dismantling of racism by:
-Collaborating with the County’s law and justice agencies and the community to ensure public confidence that public safety is administered equitably by ensuring that meaningful discussions
are conducted by the Equity Element Group on identifying mechanisms for researching and addressing public concerns related to law enforcement performance within San Bernardino
County.
-Promoting equity through policies to be considered by the Board of Supervisors and enhancing meaningful, thoughtful, and data-driven education efforts aimed at understanding, addressing, and dismantling racism, and how racism affects public health, family stability, early education, economic development, public safety, and the delivery of human services.
-Identifying specific activities to enhance diversity within the County Government workforce.
-Advocating through the California State Association of Counties and the National Association of Counties for relevant policies that improve health outcomes in communities of color, and
supporting local, regional, state, and federal initiatives that advance efforts to dismantle systemic racism.
-Building and strengthening alliances with other organizations that are confronting racism, and encouraging other agencies to recognize racism as a crisis, including considering County
membership in the Government Alliance on Race and Equity (GARE), which is a national network of local government agencies working to achieve racial equity and advance opportunities for all.
-Supporting community efforts to amplify issues of racism and engaging actively and authentically with communities of color throughout our County.
-Studying and evaluating existing County policies and practices through a lens of racial equity to promote and support policies that prioritize health in an equitable way, especially for people of color, by mitigating exposure to adverse childhood experiences.
-Encouraging each of the twenty-four incorporated cities and towns within San Bernardino County to also adopt resolutions affirming that racism is a public health crisis that results in disparities.

Nail salons, tattoo studios and other personal services OK to open June 19
The State Department of Public Health this afternoon, June 12, issued guidance that will allow nail salons, tattoo studios, and other personal care services to open back up beginning June 19.
The guidance, https://covid19.ca.gov/pdf/expanded-personal-services.pdf, covers “expanded personal care services,” which includes personal care that requires touching a client’s face, such as facials, electrolysis, and waxing. The guidance applies to esthetician, skin care, and cosmetology services; electrology; nail salons; body art professionals, tattoo parlors, and piercing shops; and massage therapy in non-healthcare settings. This guidance is intended to support a safe, clean environment for workers and customers.
The State is not yet allowing youth sports outside of day camp settings, indoor playgrounds, live theater, saunas and steam rooms, nightclubs, concert venues, festivals, theme parks, and higher education to reopen.
State authorizes movie theaters to open on Friday, with limitations
Movie theaters can reopen on Friday, June 12, provided they limit attendance for each theater to 25 percent of capacity or 100 patrons, whichever is less. This is according to guidance added Monday by the State Department of Public Health to guidance issued on Friday for family entertainment centers, https://covid19.ca.gov/pdf/guidance-family-entertainment.pdf.
Movie theaters join campgrounds, RV parks, bars, wineries, fitness facilities, hotels, museums, and zoos in being able to reopen Friday in counties that have met certain thresholds on the number of cases, testing and preparedness, including San Bernardino County. Not included in Friday’s announcement were nail salons, tattoo studios, performance venues, and youth sports, which are not authorized to reopen.
Businesses and activities staying open depends heavily on compliance with public health guidance and safe practices. In addition to limiting gatherings to allow for physical distancing, people should wear face coverings in public and wash their hands frequently. Seniors and others who are vulnerable to illness should be especially cautious. Sharp increases in cases and hospital admissions could prompt the state to reclose businesses and activities. #SBCountyTogether

Preparation Guidance Issued for Gyms, Bars, Museums, and Other Businesses and Activities
California will allow schools, camps, bars, gyms and other sectors to begin reopening next Friday, June 12. These are among several new businesses and activities the State Department of Public Health today announced can reopen in those counties that have met certain thresholds on the number of cases, testing and preparedness.
The state today issued new guidance documents for these new sectors, giving each business or activity adequate time to create reopening plans. The following are the sectors that will be allowed to reopen next Friday:

Not included in today’s announcement were nail salons, movie theaters and youth sports, which are not authorized to reopen.Most of the new businesses are part of “Stage 3” on the state’s 4-Stage Reopening Plan.
Small businesses that need assistance complying with the guidance should look into the San Bernardino County COVID Compliant Business Partnership Program, https://sbcovid19.com/covid-compliant-business-partnership-program/. Participating small businesses can receive up to $2,500 in funding to pay for improvement, equipment, and supplies needed to comply with safety guidance.
Meeting the State’s Readiness Criteria
As announced last week, our County must continue to meet the state’s readiness criteria to continue our reopening process. We are well into the opening of accelerated Phase 2 businesses, and our numbers are holding.
-We continue to have fewer than 8 percent of residents testing positive on a weekly basis
-We have exceeded the required capacity for contact tracers (see related story below)
-We continue to build and maintain testing capacity
We thank all our businesses – and everyone who is patronizing these businesses – for following public health safety guidelines. We are progressing because we’ve all done our part. Residents are wearing face coverings, practicing physical distancing and washing their hands when entering a business (or facility). Businesses are taking care of employees and making appropriate operational changes to ensure safety. And the County is increasing testing and ensuring we have the ability to provide healthcare should there be a surge.
We are still very much #SBCountyTogether when it comes to staying healthy AND getting our economy back on track.
SB County Will Soon Share Guidelines for Schools to Reopen in August
Our County Superintendent of Schools Ted Alejandre took time in today’s weekly video briefing to congratulate graduating seniors, thank the County’s 33 school districts that worked very hard to 
provide distance learning as much as possible, and also share that there will be official guidelines for the districts coming out next week.
“We know how important it is to our families and students to be back in the classroom, and we all want to provide the safest environment possible for our staff and returning students,” said Alejandre. “I’ve been working with district superintendents, state agencies and as part of the state superintendent’s Back to School Task Force to develop key areas of guidance for schools on how to reopen. This guidance is being finalized now by the Department of Education and is expected to be released next week, along with another set of key guidelines being developed by the California Department of Public Health. This will all be critical information for districts to finalize their planning for the new school year.”
Alejandre said that most district calendars plan to have schools starting in August, but some will be pushed out based on conditions on the ground. The Superintendent’s office has been working in close collaboration with the Department of Public Health to determine the timeline for each district.
“All districts have been planning for different reopening scenarios that could include onsite traditional learning, distant learning and a hybrid model, said Alejandre. “Health and safety is critical, so when looking at social distancing for example, a traditional classroom that might usually hold 34 students may only have the capacity for 12. We are looking at staggered schedules and other modifications, especially as it relates to social distancing, personal hygiene and transportation.”
Districts will continue to have key conversations with labor and management groups to ensure reopening is part of a team effort. Districts have been surveying parents and community to gather input, concerns and recommendations. Districts are also beefing up communications channels so all parents are aware of new policies and procedures.
Finally, a County Collaborative has been established with representatives from all 33 districts, which will ensure our districts are sharing with each other the best ideas, strategies and resources to have a successful reopening for all 500 schools and 400,000 students in San Bernardino County.

Upgrades Added to County’s COVID-19 Data Dashboard
We are excited to announce that the San Bernardino County Department of Public Health has added new charts and data to the COVID-19 dashboard to give you a more comprehensive look at new case data, doubling time and the projected number of individuals who have recovered from COVID-19 in the county.
The projected number of people who have recovered from COVID-19 in the county is nearly 2,800 people. Serology testing results are expected to be added to the dashboard in the very near future. Twenty-five additional County jail inmates; three Sheriff’s employees test positive for COVID-19
Twenty-five additional County jail inmates have tested positive for COVID-19. Nine inmates are at the High Desert Detention Center in Adelanto, five are at the West Valley Detention Center in Rancho Cucamonga, three are at the Glen Helen Rehabilitation Center, and eight are at the Central Detention Center in San Bernardino. One of those inmates was a new arrestee and found to be positive for the virus during their medical assessment when they arrived at the Central Detention Center.
A total of 77 County jail inmates have tested positive for COVID-19. Many of the inmates are only experiencing minor symptoms of the virus. Twelve inmates have recovered from the illness. The infected inmates are in isolation, being monitored around the clock, and are being provided with medical treatment. Federal patient privacy guidelines restrict the release of additional information regarding the identity of the inmates or their medical treatment.
All inmates continue to be provided with face coverings, cleaning supplies, soap, and are urged to wash their hands repeatedly throughout the day. They are routinely reminded of the need to practice social distancing to slow the spread of COVID-19.
Three department employees have tested positive for COVID-19. Two are deputies assigned to corrections, and a technical support staff member who has been telecommuting from home; all are self-isolating from their homes. A total of 22 department employees have tested positive for COVID-19. Two additional employees, a deputy and a professional staff member assigned to corrections, have returned to work. A total of thirteen employees have recovered from the virus; other employees are expected to return to work in the next few weeks.

El condado de SB pronto compartirá pautas para que las escuelas reabran en agosto

Veinticinco presos adicionales de la cárcel del condado han dado positivo por COVID-19. Nueve presos están en el Centro de Detención del Desierto Alto en Adelanto, cinco están en el Centro de Detención del Valle del Oeste en Rancho Cucamonga, tres están en el Centro de Rehabilitación Glen Helen, y ocho en el Centro Central de Detención en San Bernardino. County’s WDB Outlines Services for Business and Job Seekers

The same factors that made San Bernardino County one of America’s hottest economies before the COVID-19 pandemic will give us a significant competitive edge coming out of it. Great location. A young, growing labor pool. A desirable quality of life and supportive business climate.
Critical to all of this is a workforce system that can connect the dots – supporting business growth and economic development by making sure our pipeline of workers can meet the needs of employers.
With that as our focus, the San Bernardino County Workforce Development Board (WDB) embraces the important role we play in the post-pandemic economic recovery and is confident that our county and region will come out of this stronger than ever. This hasn’t always been the case in the Inland Empire, with its reputation for being first-in/last-out when a recession strikes.
Part of what’s changed are the workforce training partnerships and initiatives that have been developed over the past several years. Programs such as the Chaffey College InTech Center, the Fontana Mayor’s Education Coalition, the High Desert Training Center and a multitude of career pathways at the high school level have put a laser-beam focus on aligning workforce training with the needs of businesses.
WDB supports these efforts, while offering our own direct services to help businesses and job seekers. As a result, thousands of our residents have received training for, and have secured, good paying jobs in high-growth industries. Businesses now see San Bernardino County and the IE as a true economic center of activity, which in turn has increased our competitiveness in areas such as technology, advanced manufacturing, healthcare and global trade.

There’s no question that the pandemic has hit us hard, but we’ve got the foundation and the resilience to come back even stronger. At WDB, our Rapid Response and Layoff Aversion programs are helping employers adjust their business strategies to operate more efficiently. Our Business Services team has created an online resource guide, has conducted free webinars for business owners on COVID-19 related topics, and has surveyed employers on their needs heading into the recovery.

Social Media and Local Business Support Make the Difference in Surviving and Thriving
In March, when everything shut down, Kadir Fakir and his sister Kamrun Parveen, founders of Cheesewalla, a gourmet grilled cheese shop in Redlands, were on edge. “I would wake up every morning to look at my phone and see what was going on. I have 13 employees, they have no income. So, I was terrified that having to shut down, what are the employees going to do? What’s my sister going to do? We weren’t sure.”
Luckily the duo was initially able to operate, not at a profit, but at break-even, paying employees for the hours that they were working. By April the team was happy to have a job and felt that still being open was a blessing. According to Fakir, that was the best thing that they did.
One of the greatest lessons in Cheesewalla’s survival proved to be the value of social media and the support of the local business community. “I was on the phone with different business owners, exchanging stories, asking what they’re doing, what’s working for them. Business owners would tell us the delivery services that they were using, what platforms they were using to market.”
Instagram proved to be one of the biggest lifelines because of the amount of people active on the platform. Due to the health crisis and ongoing changes in operations, local Redlands businesses rallied around each other. As Fakir shared, “Everyone was posting things that weren’t just about their products, they would post our products. Everyone was reposting each other’s stories just so customers would know what was open. It was amazing. We were stronger in numbers.”
Fakir credits shared social media and promotion among the local businesses in bringing him new followers and customers despite the quarantine. “Small businesses definitely thrive in our community. All of our regulars were coming in a lot more just because they knew the importance of shopping local. I think they knew that if they didn’t come to us, we would have had to shut down,” said Fakir.
As the County progresses through its reopening phases, Fakir said every industry has to be ready for change and that business will need to stay on top of new rules and regulations.
However for business to thrive, Fakir can’t stress enough the value of social media marketing. “I think people have seen how well it’s worked for us. Use it. It’s something free.” Fakir’s other business advice is to stay on top of what resources are available out there, including programs such as the County’s COVID Compliant Business Partnership Program.
The good news is that business is getting better. He added, “Since things have opened up, we can’t even keep up with the demand. Every day has been slammed. People are getting back into the flow of things, wanting to get out a little bit more.”

Los mismos factores que convirtieron al Condado de San Bernardino en una de las economías más calientes de los Estados Unidos antes de la pandemia COVID-19 nos darán una ventaja competitiva significativa que sale de ella. Excelente ubicación. Una piscina de mano de obra joven y en crecimiento. Una calidad de vida deseable y un clima de negocios de apoyo.
Crítico para todo esto es un sistema de fuerza de trabajo que puede conectar los puntos – apoyando el crecimiento de las empresas y el desarrollo económico asegurándose de que nuestra cartera de trabajadores pueda satisfacer las necesidades de los empleadores.
Con eso como nuestro enfoque, la Junta de Desarrollo de la Fuerza Laboral del Condado de San Bernardino (WDB – Workforce Development Board) adopta el importante papel que desempeñamos en la recuperación económica posterior a la pandemia y confía en que nuestro condado y región saldrán de esto más fuerte que nunca. Esto no siempre ha sido el caso en el Inland Empire (IE), con su reputación de ser el primero en entrar y último en salir cuando una recesión golpea.

En marzo, cuando todo se cerró, Kadir Fakir y su hermana Kamrun Parveen, fundadores de Cheesewalla, una tienda de quesos a la parrilla gourmet en Redlands, estaban al límite. “Me despertaba cada mañana para mirar mi teléfono y ver lo que estaba pasando. Tengo 13 empleados, no tienen ingresos. Entonces, me aterrorizaba que tener que cerrar, ¿qué van a hacer los empleados? ¿Qué va a hacer mi hermana? No estábamos seguros”.
Por suerte, el dúo inicialmente fue capaz de operar, no con fines de lucro, sino con un descanso, pagando a los empleados por las horas que estaban trabajando. En abril, el equipo estaba feliz de tener un trabajo y sentía que seguir siendo abierto era una bendición. Según Fakir, eso fue lo mejor que hicieron.
Una de las mayores lecciones de supervivencia de Cheesewalla demostró ser el valor de las redes sociales y el apoyo de la comunidad empresarial local. “Estaba al teléfono con diferentes dueños de negocios, intercambiando historias, preguntando qué están haciendo, qué está funcionando para ellos. Los propietarios de negocios nos decían los servicios de entrega que estaban utilizando, qué plataformas estaban utilizando para comercializar”.
Instagram demostró ser uno de los más grandes salvavidas debido a la cantidad de personas activas en la plataforma. Debido a la crisis de salud y los cambios continuos en las operaciones, las empresas locales de Redlands se unieron unas alrededor de otras. Como Fakir compartía: “Todo el mundo estaba publicando cosas que no eran solo sobre sus productos, sino que publicarían nuestros productos. Todo el mundo estaba trasocelando las historias de cada uno sólo para que los clientes supieran lo que estaba abierto. Fue increíble. Fuimos más fuertes en número”.
Los créditos de Fakir compartieron las redes sociales y la promoción entre las empresas locales para traerle nuevos seguidores y clientes a pesar de la cuarentena. “Las pequeñas empresas definitivamente prosperan en nuestra comunidad. Todos nuestros clientes habituales venían mucho más sólo porque sabían la importancia de ir de compras local. Creo que sabían que si no venían a nosotros, habríamos tenido que cerrar”, dijo Fakir.
