Board selects Leonard X. Hernandez as Chief Executive Officer

County Chief Operating Officer Leonard X. Hernandez, who began his career with San Bernardino County 20 years ago as a County Library public service employee, on Tuesday was appointed by the Board of Supervisors to serve as the county’s next Chief Executive Officer effective Oct. 10.

“I am humbled by the confidence the Board of Supervisors has placed in me and grateful for the opportunity to lead this great County organization, which has been my professional home for so many years,” Hernandez said.

“Under the leadership and guidance of the Board of Supervisors, the County team has built a culture of innovation, efficiency, and public service,” Hernandez said. “My overarching goal is to expand and nurture that culture within each of our worksites, within every service we provide, and within every County employee.”

“We are excited to welcome Leonard Hernandez as San Bernardino County’s new CEO,” said Board of Supervisors Chairman Curt Hagman. “COVID-19 has presented many unique challenges within our community, and Leonard’s extensive experience within the County and his integral role on the executive leadership team have strongly positioned him to lead the County during this unique time. I look forward to working with him in solving these challenges and know that his talents, leadership, and dedication to seeing the County thrive will serve him well as CEO.”

Hernandez will succeed Gary McBride, who has served as CEO for nearly three years and will remain with the County as Strategic Projects Director under a contract extension approved by the Board of Supervisors on Tuesday.

“I have known Leonard since 2006, when he was the manager of the Fontana Branch Library,” said Board of Supervisors Vice Chair Josie Gonzales. “Throughout the years, I have watched him grow as a leader and I have seen his commitment to serving the community. As a Supervisor for the past 16 years, I know that there is no decision more important than the selection of the CEO. I have full confidence in Leonard and I have no doubt that he will help guide our County to new heights in the years to come.”

“Leonard first impressed me with his leadership and problem-solving skills when he was placed in charge of the Lewis Library in Fontana while I was on the City Council,” Supervisor Janice Rutherford said. “Since then, he’s continued to demonstrate his leadership abilities, commitment to excellence in public service, and his dedication to ethics, and I look forward to working with him to address the challenges facing our county.”

“I appreciate Leonard’s willingness to accept the role of CEO and continue the leadership that has been established,” said Supervisor Robert Lovingood. “His experience and knowledge of the County is foundational to our ongoing success and I look forward to working with him in this capacity. As a County, we have faced unprecedented challenges and I am confident that these proactive leadership transitions prepare us well for what is ahead. I want to thank Gary for his leadership and continued commitment to help the County strategically navigate the complexities that this health crisis has brought.”

“I look forward to working with Leonard to implement the vision of our Board of Supervisors,” said Supervisor Dawn Rowe. “He is a hard-working leader with a keen understanding of the inner-workings of our county government. I’m confident that he will continue the great progress made by his predecessor, Gary McBride.”

After launching his career in San Bernardino County, Hernandez gained experience and honed his management skills at the City of Riverside as the Director of Libraries before returning to San Bernardino County in 2010 as County Librarian.

In 2014, while still serving as County Librarian, Hernandez served as interim Museum Director. In 2015, Hernandez was promoted to the position of Deputy Executive Officer over the Community Services Group, which includes the County Library and Museum systems, Registrar of Voters, Regional Parks, County Airports, and Agriculture/Weights and Measures.

In 2016 Hernandez became the Interim County Chief Operating Officer and then in 2017, Hernandez was officially appointed to the position of County Chief Operating Officer. In that role, Hernandez has coordinated the County’s multi-departmental response to the COVID-19 pandemic. Under the leadership of the Board of Supervisors the County’s COVID Task Force has led the State in its response to the pandemic and service to the public.

Hernandez, a resident of San Bernardino County, has a bachelor’s degree in history from California State University Fullerton and a master’s degree in library and information science from Clarion University of Pennsylvania.

Residents Invited to View Livestreaming County COVID-19 Update

On Wednesday, Sept. 30 at 10 a.m., the County of San Bernardino will host a special Facebook Livestream COVID-19 Update video briefing that will breakdown our status on the state’s Tier system. We learned today that due to a Labor Day holiday spike, we are unable to move from our current purple tier status to red.

Tomorrow’s Livestream can be accessed on the County Facebook page and will feature Board of Supervisors Chairman Curt Hagman, other members of the Board of Supervisors, Public Health Director Corwin Porter and County Fire Chief Dan Munsey. They will break down what is keeping us from advancing to the red tier and what the County and its residents can do to keep COVID cases down and reopen more businesses.

County’s Move into Red Tier is Delayed

We are deeply disappointed to share the news that a late spike in cases due to the Labor Day holiday weekend caused the San Bernardino County case rate to exceed the criteria for achieving a red-tier designation. Specifically, our positivity rate of 5.67% was low enough to make the cut; unfortunately, we reported 7.75 cases per day per 100,000 residents, which is well above the figure the State requires to proceed to the less restrictive tier.

Moreover, because the State requires a county to maintain supportive numbers for a full two-week period (and continue those numbers to remain in the favorable tier), we are forced to “reset the clock” and begin a new 14-day tracking period. Where we stand with the State can be clearly seen on their county status webpage.

The problem? Though our county has made excellent progress since July, when COVID-19 infections peaked, we recently experienced a notable spike in new cases — which our analysis shows was largely due to social gatherings over the Labor Day weekend. Specifically, data presented to the Board of Supervisors earlier today from Director of Public Health Corwin Porter showed a spike in cases in persons age 18-34, and that 58.3% of the reported cases the last 28 days stemmed from gatherings of friends or family members.

Today, members of the Board of Supervisors vowed to continue pressing the State to adopt less-restrictive criteria and allow the county’s economy to reopen.

“We share in the disappointment in this news, but at the same time, we know we continue to be very close to breaking this threshold,” said Board of Supervisors Chairman Curt Hagman. “With a little more effort, we can enable restaurants and other businesses to serve customers indoors, theaters to open, churches and synagogues to expand worship services, and schools to provide in-person instruction.

“The bottom line is that this means continuing to wear face coverings and maintaining social distancing, and most of all, resisting the temptation to gather with friends,” Hagman continued.

Hagman also noted that the County is working with the State to identify areas where restrictions may be relaxed, for example by allowing the county’s vast rural areas to reopen while public health officials focus on reducing infections in more densely populated urban areas.

Porter stressed the need for greatly expanded testing, and encouraged all residents, including those showing no signs of the disease, to get tested at their earliest convenience.

“We need to increase the number of tests performed by at least 1,000 a day to avoid state penalties,” Porter said. “Testing quickly identifies infected individuals, including the asymptomatic, so the County can use its Contact Tracing system to notify and reduce the chance of passing the virus to others. And remember, expanded testing will increase the number of residents producing negative results, which lowers the county’s positivity rate.”

San Bernardino County has made the process of getting tested as easy as possible. Combined with State, local and retail partners, there are over two dozen testing locations, and that includes weekend testing, after-hour sites and even the ability for employers to establish on-site testing for their employees.

State Announces New Guidelines for Reopening Playgrounds

It has been a common site for anyone visiting a county or city park: yellow caution tape closing off playgrounds. Last night the California Department of Public Health released guidelines that allow for the reopening of outdoor playgrounds and other outdoor recreational facilities.

“This is certainly welcome news for all parents, caregivers and their families,” said Board of Supervisors Chairman Curt Hagman. “The new guidelines are consistent with what has become smart, common-sense guidelines as we get through this pandemic, and we’re all confident that families will be very conscientious in creating a safe atmosphere for our children.”

Central to the new guidelines, which can be found here on the CDPH website, is the consistent practice that face masks are required for everyone 2 years of age or older, and that there is a conscious effort by families to keep a safe (six-feet) distance between households. It is expected that families and caregivers will be sensitive to overcrowding, and try to avoid a playground if overcapacity or impossible to maintain a safe distance from other households.

Also, the guidelines reinforce that a playground should absolutely be avoided by the elderly or persons with an underlying health condition, if children are present.

The guidelines also state that children should refrain from eating or drinking while using playground equipment, and visits should be limited to 30 minutes or less when others are present. And of course, the use of hand sanitizers and frequent hand washing remains very important when using playground equipment.

Sheriff Update on Inmates and Employees Testing Positive for COVID-19

As of today, a total of 363 County jail inmates have tested positive for COVID-19. Many of the inmates are only experiencing minor symptoms of the virus. The infected inmates are in isolation, being monitored around the clock, and are being provided with medical treatment. A total of 346 inmates have recovered.

A total of 195 department employees have tested positive for COVID-19; with 191 having recovered from the virus. The other employees are expected to return to work in the next few weeks.

Actualización del Sheriff sobre presos y empleados que dan positivo de COVID-19

Landscape architect-artist Walter Hood to design December 2 Memorial

World-renowned landscape architect and artist Walter Hood will design and construct the December 2 Memorial to honor the 14 lives taken from us during the December 2, 2015 terrorist attack in San Bernardino, the survivors of the attack and the heroic actions of our first responders.

“We are honored and excited to have an artist of Mr. Hood’s caliber design this memorial,” said Board of Supervisors Vice Chair Josie Gonzales, who chairs the Memorial Committee. “In his conceptualization and proposal presentation of the project he showed such humble respect for our process, for our families and our employees. The Committee members look forward to walking through the process, to finalize the details of the design.”

Hood presented the “Curtain of Courage” design to the Memorial Committee, which will be a structure comprised of mesh panels made of bronze and steel that are cast with different color glass pieces. The panels simulate the curvature of a curtain and are situated around sitting areas to create a place of healing and reflection by evoking an image of a prism’s eternal sparkle.

“The Board greatly anticipates the completion of the December 2 Memorial in memory of the employees who died and those who survived the horrible attack on our County,” said Board of Supervisors Chairman Curt Hagman. “The Memorial will serve as a place for all of us to join the families of those impacted in remembering, grieving and honoring the courageous acts of our employees and the community on that day.”

Hood is the creative director of Hood Design Studio in Oakland, Calif. and is a professor at the University of California, Berkeley. He received the 2017 Academy of Arts and Letters Architecture Award, the 2019 Knight Public Spaces Fellowship, and the 2019 MacArthur Fellowship. In April 2018, Hood gave a TED Talk on how urban spaces can preserve history and build community.

Over his long career, Hood has designed public arts projects across the country including The Broad Museum Plaza in downtown Los Angeles and Witness Walls in Nashville, Tennessee celebrating the city’s Civil Rights Movement. More of Hood’s work may be viewed here.

In February 2016, then-Board of Supervisors Chairman James Ramos appointed Gonzales to work with County staff on assembling a committee to help build a memorial. The Committee consists of representatives from public safety, the departments of Behavioral Health, Public Health, Real Estate Services, the County Administrative Office and most importantly, representatives from the Environmental Health Services division and family members of our employees who were taken from us on that day.

The Committee reviewed several memorial projects including the Vietnam Veterans Memorial, the Columbine Memorial, the Aurora Theater Shooting Memorial and the 9/11 Memorial. The Committee worked with consultants Elsa Cameron and Michael Lerner of Community Arts International (CAI), a nonprofit San Francisco-based organization that advises on public art projects around the world, to help select an artist.

The Memorial will be located at the County Government Center campus at 385 N. Arrowhead Avenue in San Bernardino. A groundbreaking ceremony will be held at the site on the 5-year anniversary of the attack, December 2, 2020.

First 5 San Bernardino is excited to announce its Talk, Read, Sing, Drive-Thru Literacy tour coming to a city near you

Starting in the month of October, First 5 San Bernardino will hold its annual literacy campaign tour bringing awareness to the importance of reading with and to your child. Every year, these events are held for preschoolers throughout the County of San Bernardino. In partnership with CHAN Community Health Action Network, CCRC Child Care Resource Center, El Sol Neighborhood Educational Center, LISTOS California For All, San Bernardino County Library, and Victory Outreach Church, First 5 San Bernardino will conduct four literacy drive-thru events taking place in the cities of Barstow, Fontana, San Bernardino, and Victorville. Due to the pandemic, First 5 San Bernardino redesigned the format of events for safety.

Preschoolers will receive a bag containing three different book titles, and a healthy snack, along with other resources. One of the goals of First 5 San Bernardino is to help build home-based libraries and to ensure that all children have library books available to them.

5 FIRST 5 TIPS on building home-based libraries:

1. Choose the right spot. Create a special space where books are kept and read. Make sure the lighting is good and seating is comfortable.
2. Put books within reach. Use low, sturdy shelves so your child can safely select the books on her own.
3. Be Thrifty – look for deals. Books can be expensive. Checkout your local library as they may have a free book day.
4. Let them guide you! Pay attention to what types of books your child is interested in. Take turns on selecting.
5. Collect! Stack up on books from your local yard sales, dollar store, book swapping with others, or asking for books as an alternative gift idea.

First 5 San Bernardino Kinder Kit Drive -Thru Event

First 5 Kinder Kits are an educational resource provided by First 5 San Bernardino for parents and children learning from home. Knowing the importance of getting educational materials to children, First 5 San Bernardino jumped right into action. With much determination, First 5 San Bernardino and their AmeriCorps team assembled more than 2500 kits.

The Kinder Kit Drive-Thru event is sponsored by United Way and will be held at their San Bernardino site located at 646 North D St, San Bernardino, 92401 on Friday, October 30, 2020 starting at 3:00 p.m. until 6:00 p.m. The construction and distribution of the kits will be a continuous mission of First 5 San Bernardino.

The Children and Families Commission for San Bernardino County (First 5 San Bernardino) was created in December, 1998 in order to realize the benefits of Proposition 10 (California Children and Families Act) for the County’s youngest residents and their families. The act created a program for the purpose of promoting, supporting, and improving the early development of children from the prenatal stage to five years of age, under the guidance of the Children and Families Commission for San Bernardino, and in collaboration with the community and agencies providing services to children.

San Bernardino County moving closer to red-tier openings

The State’s multicolored tier system has led to some confusion about what’s allowed to open and operate in San Bernardino County.

Hair salons, barbershops, nail salons, and elementary schools with waivers can operate indoors in San Bernardino County, and restaurants, gyms, and places of worship can operate outdoors while we are in the State’s purple tier. Our County, in partnership with our residents and businesses, has made tremendous strides toward getting our COVID-19 numbers very close to the red tier, which will allow tattoo and massage businesses to reopen and restaurants, gyms, and places of worship to operate indoors with some restrictions.

San Bernardino County is very close to achieving red-tier status. Everyone getting tested by making a fast, simple, and painless appointment will help get us there, as will avoiding gatherings, wearing masks, and social distancing.

‘Get Tested’ TV and Radio Commercials Aim to Help Open San Bernardino County

This week the County launched a new advertising campaign to remind all residents that getting tested for COVID-19 will help open San Bernardino County and reduce the spread of the virus.

We are reaching households across the county through TV commercials on Spectrum and Frontier cable networks as well as streaming services like Roku, Amazon Firestick, Xbox and PlayStation. The 30-second commercial shows the easy, painless testing procedure, which is available for free to residents and anyone who works in the county.

The County has over 15 testing sites available, and there are over a dozen other sites run by the state, private clinics and drugstores. Residents and anyone that works in the county can make an appointment online, or even choose to simply walk-up to a County testing site. Public health officials encourage all residents to get tested, regardless of whether they are showing symptoms!

In addition to the TV commercials, you might see digital ads promoting testing on different media websites as well as on social media. And thanks to our friends at General Outdoor, you can catch our billboards while driving around the County.

Why are we doing all this? Because getting tested helps our county reopen and keeps us safe. The State penalizes counties who don’t conduct enough testing and delays them from reopening. Also, many carriers of the virus are asymptomatic (meaning they show no symptoms), and a positive test gives us the ability to use contact tracing to quickly isolate and inform others to take the proper precautions. Taking the COVID-19 test helps us report positive numbers back to the state with the hope of shifting from a purple tier to a red tier, and eventually orange or yellow.

“We are so close to moving into a red tier and staying on track to open more and more of our businesses, so this appeal to get tested couldn’t be more important,” said Board of Supervisors Chairman Curt Hagman. “Testing is now so easy, with results back in under 48 hours, that it opens the door for residents to take full advantage of this resource. It can give you peace of mind, especially if someone in your household may have found themselves in an unsafe situation.”

Supervisors Announce New Position to Better Address COVID-19 Fiscal Challenges

As part of the County’s ongoing effort to meet the unprecedented challenges created by the COVID-19 pandemic, the Board of Supervisors on Tuesday, Sept. 29, plans to modify Chief Executive Officer Gary McBride’s contract with the County, placing him in the newly created position of Strategic Projects Director. The Board on Tuesday will begin discussions on the appointment of a new CEO.

“The COVID-19 pandemic has placed highly complex strains on the County’s fiscal and organizational status and outlook. This crisis requires the undivided focus of Gary’s experience, unique understating of County finance, and problem-solving talents,” said Board of Supervisors Chairman Curt Hagman.

“This is a great opportunity for me to concentrate my talents and passions in a way that will be of great service and benefit to the people of this County, the Board of Supervisors, and this organization,” McBride said. “The crisis of COVID-19 presents us with opportunities to rethink how we address public health challenges and funding in this new era. Those are the kind of challenges I love tackling and I am excited that the Board wants to focus on them.”

McBride has spent his entire 26-year professional career in San Bernardino County government and has served as CEO since November 2017. He previously served for four years as the County’s Chief Financial Officer.

As Strategic Projects Director, McBride will assist with the development of Countywide strategies to improve outcomes and efficiencies. Initial projects would include analyzing and developing strategies to address the immediate and long-term fiscal impacts of the COVID-19 pandemic, including identifying the most effective application of CARES Act monies and other available funding vehicles.

McBride will also be charged with providing the County information for determining strategic direction related to complex issues that require a multi-departmental response. One example of this is the nexus between homelessness, mental health, and incarceration.

The creation of this position marks the latest innovation by the County in addressing the extraordinary and unprecedented demands of the COVID-19 pandemic. These innovations include:

San Bernardino County created the first-in-the-nation COVID-Compliant Business Partnership Program, which provides cash grants to businesses, churches, schools, and nonprofit organizations who agree to operate in a COVID-safe manner to assist with the costs of safety supplies and modifications.
In order to create additional capacity within the County Public Health Department so it could strategically focus on health guidance, contact tracing, vaccinations, and other core health duties, the County proactively assigned other key pandemic-related functions to other County departments and agencies for greater efficiency.
The County assigned the management of COVID-19 testing to the County Office of Emergency Services, which specializes in securing facilities, staff, and supplies in crisis situations.
The County assigned management of the SNF (Skilled Nursing Facility) Task Force, created by Public Health to address and help prevent outbreaks in state-regulated nursing facilities, to Arrowhead Regional Medical Center.
The County assigned complaints about noncompliant businesses and enforcement to a multi-agency task force headed by the County Administrative Office, which created the proactive Education/Engagement/Enforcement Plan. Partners include the Sheriff’s Department, County Fire Marshal, Environmental Health Services, Code Enforcement, and County Counsel.

“These innovative measures demonstrate the Board of Supervisors’ commitment to protecting the public’s health, our Countywide economy, and County Government’s ability to function fiscally and organizationally through this pandemic and beyond,” Hagman said.

“FightFluTogether” Campaign Encourages Californians to Get Vaccinated Against the Flu

This year, a flu shot is more important than ever. That’s why San Bernardino County, California hospitals, physicians and public health officials are joining with a coalition of healthcare stakeholders, social service organizations and governmental agencies to launch the statewide “FightFluTogether” campaign.

The campaign aims to underscore the importance of getting a flu shot as California works to combat the COVID-19 pandemic and preserve scarce health care resources for those in need.

“As we continue to confront the COVID-19 pandemic, flu shots are important to keeping you healthy and key to keeping people out of hospitals,” said Carmela Coyle, California Hospital Association President & CEO. “More people getting flu shots will ensure that hospitals are not overburdened and remain able to treat COVID-19 patients. Because the symptoms of flu are similar to those of COVID-19, limited resources like testing supplies, personal protective equipment, and medical devices can be maximized if the number of flu cases is kept down.”

According to the Centers for Disease Control and Prevention, 42.9% of California adults and 63.5% of children age six months to 17 got a flu shot during the 2018-19 season. The goal of the “FightFluTogether” campaign is to increase those percentages this year.

The centerpiece of the “FightFluTogether” campaign is a website — that features links to the CDC’s VaccineFinder, to help Californians locate a flu shot provider quickly, as well as useful facts to help you protect yourself during flu season, and timely news articles. The site will be available in both English and Spanish language versions. CHA also has developed a public service announcement in Spanish and English that will be distributed to news agencies throughout the state.

Flu shots are an inexpensive (in many cases free), safe, and simple (often you don’t even need to get out of your car) way to avoid getting sick and possibly ending up in the hospital. With few exceptions, the CDC recommends a flu vaccine for anyone 6 months and older.

According to the CDC, an influenza vaccination can help reduce the overall effects of respiratory illnesses on the population. Engaging in best practices such as hand washing, wearing masks, and social distancing can also help fight the flu and reduce hospital visits and the strain on the health care system.

“Don’t ignore your health, especially not this year,” Coyle said. “The flu is a potentially deadly disease and getting a flu shot is the best way to protect yourself, your loved ones, and your friends.”

Guidance for a safe and happy Halloween

Halloween activities often involve mingling with neighbors, sharing treats, and visiting pumpkin patches. County health experts urge residents and businesses to exercise an abundance of caution while engaging in Halloween activities, and encourage residents to opt for safer alternatives. Other holidays have led to spikes in sickness and death, as well as increased restrictions by the State.

The County has developed guidance for residents who plan to celebrate Halloween, which outlines how activities like trick-or-treating or trunk-or-treating can be enjoyed safely. It also provides safer alternatives to those activities.

The County has also developed guidance for operators of pumpkin patches. Outdoor sales of pumpkins are allowed, and food, beverages, games, mazes, and other activities can be offered under certain conditions. Pumpkin patch operators should contact the County with questions before they open.

The State currently does not allow amusement park rides of any kind or other high-touch/close contact attractions such as: haunted houses, animal rides, petting zoos, slides, bounce houses, and ball pits.

Nail Salons Can Open, and State Modifies Rules for Restaurants Serving Alcohol

The State has cleared nail salons (and physician-ordered electrolysis) to operate indoors effective immediately under all tiers in compliance with guidelines, which include the use of disposable gloves, specific disinfectant measures after each service, staggered appointments, face coverings, and other protocols to ensure the safety of both patrons and employees.

The state also announced some minor loosening of restrictions on restaurants that serve alcoholic beverages. The sale of such beverages no longer needs to occur in the same transaction as a food sale. However, to qualify, a business’s primary focus must be meal service, with the sale of alcoholic beverages only a complementary offering.

“The California Department of Alcoholic Beverage Control, which regulates the sale of alcoholic beverages, will examine the entirety of a licensed business’s operations to assess whether it serves what it deems ‘legitimate meals’,” said County Public Health Director Corwin Porter. In short, the ABC requires a business that sells alcoholic beverages for on-premises consumption to be a “bona fide” eating establishment, rather than a bar or saloon.

Red Tier Within Reach if County Can Hold Numbers

With other counties reaching the red tier that allows further reopening of businesses, the question is where San Bernardino County stands.

Every county in California is assigned to a tier based on its test positivity and adjusted case rate. To move forward, a county must meet the next tier’s criteria for two consecutive weeks. To move from our current purple tier to red, we must show no more than seven new cases per 100,000 residents, and a positivity rate of less than 8%.

Our County is one week into showing these numbers. As of today, we have 6.7 cases (per 100,000) and our positivity rate is 5.7%. If we hold these numbers (or better) we should be able to move into the red tier soon.

Counties can be penalized for not meeting testing standards set by the State and held back from moving into the next tier. That’s one reason why it is vital for San Bernardino County residents to get tested, even if they don’t have COVID-19 symptoms or believe they’ve been exposed. Make an appointment to get tested. It’s fast, painless, and free. And it will allow our economy to open faster.

Blood Plasma Donors Needed — Especially from Those Recovered from COVID-19

Public health officials are encouraging residents to donate blood, and especially blood plasma (the liquid part of blood). They are particularly hopeful to get donations from individuals who have recovered from COVID-19.

“Plasma from people who have recovered from COVID-19 typically has antibodies that fight the coronavirus,” said Corwin Porter, the County’s Director of Public Health. “This is called COVID Convalescent Plasma, or CCP, and it is either transfused into seriously ill patients or further processed into hyperimmune globulin, which is being studied as a potentially beneficial treatment for the disease.”

Porter noted that while effective medicines incorporating CCP are still being investigated, the Food and Drug Administration has already determined that CCP itself can be safely administered to patients currently suffering from COVID-19.

“Blood plasma from those who have successfully combated the disease may play an invaluable role in our battle against the coronavirus,” he said. “We are urging people who have recovered from COVID-19 for at least 14 days to consider donating plasma.”

While the need for CCP is particularly acute, Porter also encouraged those who have successfully avoided infection to also consider donating blood.

Over the past several months, blood donations have dramatically declined due to the implementation of social distancing, the cancellation of blood drives and other related factors. However, the Red Cross and other blood collectors are now fully open and are working hard to meet a huge demand for blood — blood that is needed for everything from cancer treatments and surgeries to severe burns and traumas.

Sheriff Update on Inmates and Employees Testing Positive for COVID-19

As of today, a total of 360 County jail inmates have tested positive for COVID-19. Many of the inmates are only experiencing minor symptoms of the virus. The infected inmates are in isolation, being monitored around the clock, and are being provided with medical treatment. A total of 341 inmates have recovered.

A total of 194 department employees have tested positive for COVID-19; with 179 having recovered from the virus. Other employees are expected to return to work in the next few weeks.

Private Schools Now Eligible for County’s COVID Compliant Partnership Funds

Private elementary schools meeting the State’s requirements to allow in-person instruction may now participate in the County’s successful COVID Compliant Business Partnership program.

Among other benefits, the program gives participants financial assistance while assuring staff, students and their parents that the school is following a series of stringent procedures designed to protect their health and safety. To date, 31 private TK-6^th Grade schools in the County have secured waivers allowing them to open for in-person instruction. Several additional schools have submitted applications that are currently being reviewed by County and state public health officials.

“We want to help sustain in-person instruction at schools across the County and are encouraging them to apply for membership in the Partnership,” said Board of Supervisors Chairman Curt Hagman. “Participating schools can now obtain money to help with the acquisition of necessities such as personal protection equipment and disinfection supplies.”

Eligible schools will receive funding based on their respective enrollment levels. Schools with up to 100 students can receive $2,500, those with 101 to 499 students can get $5,000, and schools with 500 or more students are eligible for $7,500.

The more than 4,000 County businesses currently participating in the partnership have collectively received more than $10 million from the County to offset costs related to compliance with COVID-19-related public health protocols.

Applications will be accepted through Friday, October 30, 2020. A list of approved schools, along with everything a school needs to know about re-opening and staying open, can be found on a new County webpage dedicated to the waiver process and the guidelines for operating safely.

To secure a waiver from State mandates forbidding in-person instruction, a school must complete a Waiver Application Cover Form showing that its local health jurisdiction has experienced fewer than 14 daily cases per 100,000 residents over the prior 14 days. San Bernardino County successfully worked with the State to secure consideration for schools located in communities that are meeting the State criteria even if the county as a whole is not.

SB County Getting Closer to Red Tier but More Testing is Critical

San Bernardino County’s COVID-19 case rates and positivity rates have showed improvement over the last few weeks. County officials are very hopeful that if this trend continues that the County will soon qualify to move into the red tier, but we will have to first hope that the Labor Day holiday didn’t negatively impact our numbers, and just as important, we must keep up our testing numbers.

“Testing is absolutely critical to show the state that we are keeping our caseloads and positivity rates down,” said County Public Health Director Corwin Porter. “When we see a spike of cases and related hospitalizations, it almost always comes from a social gathering and from individuals who did not show any symptoms.”

To get ahead of any spikes, County residents need to take it upon themselves to get a free, easy and painless test at any of the more than 30 testing sites throughout the County. Bottom line: If you — or someone you live with — has spent any time with people not in your household, please take an hour to get tested! Results are returned in less than 48 hours and it will give you peace of mind.

Walk-ups are now allowed at all County testing sites, although appointments are still strongly encouraged. Visit our COVID-19 Testing Page to see the testing site nearest you and to schedule an appointment.

And remember, to ensure our numbers continue to improve we all have to keep wearing face coverings when in public, practice frequent handwashing, social distance, and avoid gatherings outside your household.

El Registro Electoral del Condado de San Bernardino está reclutando trabajadores electorales para las próximas elecciones generales presidenciales de 2020.
