Board re-elects Hagman as Chair; appoints Rowe as Vice Chair

Supervisor Curt Hagman has been unanimously re-elected by his Board of Supervisors colleagues to serve a second two-year term as Board Chairman. The Board unanimously elected Supervisor Dawn Rowe to serve as Vice Chair. The appointments took effect immediately.

Citing Chairman Hagman’s able and accomplished leadership of the County during the ongoing COVID-19 pandemic, the Board on Tuesday, Jan. 5, also unanimously waived for the first time a 50-year-old County policy precluding chairs from serving two consecutive terms.

“Our Chairman has done an exemplary job during COVID,” Vice Chair Rowe said in proposing the policy waiver. “During a pandemic is not the time to change leadership.”

Rowe pointed to Chairman Hagman’s long-standing relationships with international business groups, which have resulted in the county being able to secure shipments of personal protective equipment and other supplies for the county, cities, and local businesses.

She also pointed to his development of the COVID-Compliant Business Partnership Program, which has provided cash grants to more than 5,000 county businesses, and the establishment of the Skilled Nursing Facility Task Force during his watch.

“The one thing you have to be very, very careful of when you’re in the middle of a crisis and you have a leader who is handling the situation and everything is well in hand is changing leadership unless you have a very good reason,” said First District Supervisor Paul Cook, a retired Marine Corps Colonel.

“Maintaining leadership will help keep our County on course as we continue working to protect public health and support our communities during the ongoing pandemic,” Second District Supervisor Janice Rutherford said. “Since she joined the Board in 2018, Supervisor Rowe has proven her mettle when it comes to dealing with the many challenges facing our County, and I have no doubt she will be an excellent Vice-Chair.”

“Chairman Hagman, during the short period of time I’ve gotten to know him on the Board, has done a great job,” said Fifth District Supervisor Joe Baca, Jr., who was elected in November and took office last month.

“I would like to thank my colleagues for their vote of confidence and we will keep working as a team with county employees and our residents to deal with what 2021 brings,” Chairman Hagman said. “Hopefully it’s not as eventful as 2020.”

The Board Chair presides over Board of Supervisors meetings, works with the County executive leadership to set the Board’s agenda, and acts as the Board’s executive agent and representative.

    This information was sent to BOS Baca’s office and his constituent’s today.
    We all live in the unincorporated Special District GH-70 (Glen Helen) which is governed by the San Bernardino County Board of Supervisors. I pay more taxes than I did when I lived in an equal sized house in the incorporated City of Fontana. This area has a residential population over 4,800 and parts of the area fall under the sphere of influence of the City of Rialto. I contacted the City of Rialto, and they currently do not have a plan for annexation.
    As you look to the south along Sierra Avenue and Duncan Canyon, one can only get concerned about how that growth will impact our area as well as our services.
    In addition, there appears to be a significant amount of industrial business growth near Glen Helen Park which includes construction of an Amazon facility on Glen Helen Road according to a water truck driver who was assisting with the construction. All this business will cause an increase in the volume of calls for Police, Fire and Sewer services.
    Here are my concerns:
    Fire Department
    Most fire Departments in the San Bernardino County Valley Area have an average response time of seven (7) minutes (at patients’ side). The seven-minute total response time is set by the National Fire Protection Association. (Lexipol)
    The travel time from the Devore Fire Department is seven (7) minutes. If you add the time it takes to answer a call, process a call and the turnout time you can add two and a half minutes (total average response time 9 ½ min) on a good day. On a bad day, they could be at I-15 and Cleghorn Road which would add another ten (10) minutes to their response time. The I-15 freeway for the Devore Fire Department is considered one of the deadliest freeways in the nation according to the United States Department of Transportation.
    The next closest Fire Department is nine minutes away located on Coyote Canyon in Fontana, California. Fontana is an incorporated city and contracts with San Bernardino County for its services. An estimate of their total response time to Rosena Ranch is eleven and a half minutes (11 ½ minutes).
    If the firefighters leave the fire station further away from our neighborhood, they leave us at a greater risk, causing longer response times. These response times become critical if you consider the closest emergency hospital is sixteen (16) to twenty-five (25) minutes away.
    When Special Tax FP-5 was approved in 2018, the Fire Department stated that they anticipated response times would improve.
    The Fire Department also stated that the special tax was to be used for fire fuel vegetation abatement. We live in an extreme fire hazard area, and nothing has been done to make improvements. My complaints about the hazards have not been addressed since April 2021. The county fire department would normally relay them to county code enforcement’s Land Use Services Division. I have spoken to Code enforcement officers about the fire fuel vegetation, and they are unable to tell if county abatement ordinance 23.0303 is enforceable in this area or any other ordinances. Today, in a face-to-face conversation with a code enforcement officer, I asked him about this topic, and he told me he was not familiar with all the abatement ordinances.
    I contacted the acting fire chief, and he has not commented on the counties plans to make expansion improvements. I am also waiting for him to tell me if he and the code enforcement division have the same opinions about fire fuel vegetation in this area since the county Fire Marshal’s office is ultimately responsible for fires in this area.
    The decision to leave our community without enough fire or police protection is a concern for us all.
    Sheriff’s Department
    The Rosena Ranch area is serviced by San Bernardino County Sheriff’s, Fontana substation. The station covers the population within three hundred (300) square miles of patrol (according to their website). The Uniform Crime Report (UCR) criteria states there should be 2.2 officers assigned to this area per 1,000 citizens.
    The Sheriff Department in our area is understaffed. I have spoken to staff at the Fontana substation and was told it is not worth their time to proactively enforce some misdemeanor crimes involving weapons because of the staffing issues.
    Inadequate policing leads to higher crime.
    Earlier this year the County addressed the cracks in our streets by filling them in with slurry trails which is an eyesore. This is done to save money which reduces the esthetic look of our community and may have an impact on our property values.
    In addition, close to Glenn Helen Park is a vast area designated for industrial businesses. On Glen Helen Road they are currently constructing a parking lot for Amazon. This will also impact the traffic circulation in our area due to the fact that the County has not completed the bridge that travels from Glen Helen Park to Devore. The traffic in this area has been a problem on any given afternoon due to traffic maneuvering around the I-15 freeway that has 30,000 daily travelers.
    I recently discovered the County of San Bernardino Regional Parks was dumping sludge from Glen Helen Park into a sewer on Clearwater Parkway. The reason they are dumping the sludge is because they have not replaced the dilapidated sewer system at Glen Helen Park as recommended by the Grand Jury in 2019. The sewer system on Clearwater Parkway leads to our children’s AYSO/Baseball Park, Paakuma middle school as well as our club house with two swimming pools. Some researchers are using sewers to predict when there will be an increase in Covid cases. No suggestions have been made by the county to correct this problem and the Health Department has not contacted me regarding my concerns. I have also contacted the Paakuma middle school principal and have not received a response to determine if they have contacted the county with any concerns.
    Illegal Dumping
    The illegal dumping and other illegal activities continue in Sycamore Canyon and the pollutants from that area get into the soil which eventually flows into Rosena Ranch through Sycamore Creek (like E-waste, petroleum products and metals). The canyon also has a subterranean riverbed that flows from Sycamore Canyon to Obsidian Lane. The county has not produced a permanent solution to the problem.
