Compliance Program

The Office of Compliance maintains the San Bernardino County Mental Health Plan’s “Compliance Program”. A complete Compliance Program consists of the following seven (7) elements as recommended by the U.S. Office of Inspector General:

  1. Written policies, procedures and standards of conduct
  2. Designation of a Compliance Officer and Compliance Committee
  3. Effective education and training
  4. Effective lines of communication
  5. Internal monitoring and auditing
  6. Enforcement of standards through well-publicized disciplinary guidelines
  7. Prompt response to detected/reported/actual offenses


Ethics is relevant to all aspects of service delivery and workforce practices. The Office of Compliance assists the Department in remaining committed to its core values, including maintaining positive and supportive settings with employees that are respectful and follow appropriate practices. A workplace culture of accountability, integrity, trust and openness is vital to any organization. Each DBH staff member shares a personal responsibility to protect, preserve and enhance workplace culture, ensuring a high level of professionalism and ethical behavior. All employees are subject to the Department’s Code of Conduct as well as the County’s Code of Ethics.
