CoC Grants

Continuum of Care

The Continuum of Care (CoC) is a regional or local planning body that coordinates housing and service funding for homeless families and individuals.

State CoC Homeless Housing, Assistance and Prevention Program (HHAP)

HHAP is a one-time State block grant program designed to provide jurisdictions with one-time grant funds to support regional coordination and to expand or develop local capacity to address immediate homelessness challenges throughout California.  OHS is the designated AE to administer HHAP on behalf of the SBC CoC.

HUD CoC Competition

Each year the U.S. Department of Housing and Urban Development (HUD) announces a Notice of Funding Availability for the CoC Program Competition.  The CoC Homeless Assistance Program is designed to promote a community-wide commitment to the goal of ending homelessness and to provide funding for efforts by nonprofit providers, states, and local governments.  The Office of Homeless Services (OHS) is the administrative agent for the San Bernardino County Homeless Partnership. OHS acts as the agent to submit the CoC Consolidated Application to HUD for the entire San Bernardino City and County CoC.

State CoC Homeless Emergency Aid Program (HEAP)

HEAP is a one-time State block grant program to provide direct assistance to cities and counties to address the homelessness crisis throughout California.  The San Bernardino County CoC (SBC CoC) is the eligible applicant for the State HEAP funding and OHS is the designated Administrative Entity (AE) to administer HEAP on behalf of the SBC CoC.
