INCIDENT: Possession of Controlled Substance for Sales and Violation of Post Release Community Supervision
LOCATION: Mission Blvd and Roswell Ave, Montclair
SUSPECT(S): Kenneth James Soto, 31 years old a resident of Chino Hills
On October 5th at 10:50 pm, the Kenneth James Soto was contacted during a traffic stop in the unincorporated area of Montclair. During a search of his vehicle, crack cocaine packaged for sale, a digital scale, heroin, drug paraphernalia, and currency, believed to be derived from illegal drug sales, were located in his possession.
Soto was found to be on Post Release Community Supervision (PRCS) for Possession of Controlled Substance for Sales, as a result of Assembly Bill 109 (AB-109).
AB-109 was implemented in California by Governor Brown in October 2011 to comply with the U.S. Supreme Court’s decision requiring the state to lower its prison population by 30,000 offenders. State prisoners having their last arrest identified as: non-violent, non-sexual or non-serious convictions serve reduced sentences in county jails and/or are placed on local supervision through county probation (PCRS) as a result of AB-109.
