INCIDENT: Human Trafficking Operation

LOCATION: 1200 Block of Brookside Ave. Redlands

SUSPECT(S): Jessica Foster, 33 yoa female from Moreno Valley
Laquane Davis, 27 yoa male from San Bernardino

VICTIM(S):

SUMMARY: On Thursday, May 31, 2018, investigators from the San Bernardino County Human Trafficking Task Force conducted an operation in the City of Redlands. Investigators had located and contacted the female suspect, later identified as Jessica Foster, who was advertising on a commercial site known for prostitution. During her contact with the undercover officer, an agreement for her to perform a sexual act in exchange for money was made, and a location to meet was confirmed. Upon her arrival at an apartment complex near the 1200 block of Brookside Avenue, she was detained for further investigation. During the investigation, Task Force members located Foster’s vehicle she had driven to the location and upon checking/securing the vehicle, they located and detained a male suspect sitting in the vehicle. The male, later identified as Laquane Davis, was transported along with Foster to the Redlands Police Station for an interview. Upon interviewing both suspects, investigators determined that Foster was the same female in the advertisement and had solicited the undercover officer for the purpose of prostitution. Additionally, investigators determined that Davis had knowingly accompanied her to the location in support of her activities as a prostitute. As a result of the investigation, Foster was arrested for violation of PC647(b)- Solicitation for Prostitution, and Davis was arrested for violation of PC 266i(a)- Pandering.

The San Bernardino County Human Trafficking Task Force consists of investigators from the San Bernardino County Sheriff’s Department, San Bernardino County District Attorney’s Office, San Bernardino Police Department, Ontario Police Department, San Bernardino Unified School District Police, California State Parole, Office of Homeland Security and the Federal Bureau of Investigation.
