INCIDENT: Carjacking, Sexual Battery / Failure to Register as Sex Offender LOCATION: Grand Terrace Road & Mt Vernon Avenue, Grand Terrace VICTIM: 19-year-old female victim SUSPECT: Joshua Steven Medlock 34, resident of San Bernardino Jeffery Lyle Olney 52 (Registered Sex Offender), resident of Mentone


On Sunday, September 25, 2016, at approximately 3:40 AM, the victim drove alone to a secluded area in the City of Grand Terrace after being involved in a verbal argument with her boyfriend. The secluded area was a cliff overlooking city lights in a church parking lot.


As the victim sat in her car with the doors locked, she suddenly heard the driver’s side window shatter and saw a tall thin white male adult wearing dark clothing holding a black metal flashlight / Taser. The suspect held the victim against her will inside her vehicle and began to sexually assault her.   After several minutes of being held captive in her vehicle and sexually assaulted, the victim was able to escape and ran from her car to the nearest gas station where she asked the clerk to call 911. Due to the victim’s clear memory of the incident, she was able to provide important information that led to a positive identification of 34-year-old Joshua Steven Medlock as the person responsible for the carjacking and sexual assault.   After weeks of conducting surveillance and interviews, Medlock was located at a residence in the City of Mentone with Jeffrey Lyle Olney where a search warrant was served. Medlock attempted to flee the residence through an upstairs window but was captured without further incident. Olney was discovered to be a registered sex offender out of compliance.   Medlock is on parole for burglary and has been absconding from his parole officer since he was released from prison. He was booked at Central Detention Center without further incident.   Anyone with information regarding this investigation is urged to contact.
