INCIDENT: Grand Theft Auto/Kidnapping/Felony DUI/Felony Hit and Run

LOCATION: 9th Street / McKinley Avenue, Highland

SUSPECT(S): Oscar Garfias, age 31

VICTIM(S): 2yr old female

Summary

On July 19, 2016, deputies from the Highland Police Department responded to a roll-over collision in the area of 9th Street and McKinley Avenue in the City of Highland. Deputies received reports a Hispanic male adult was seen fleeing the area. Witnesses identified the man involved in the collision to be Oscar Garfias. Deputies quickly apprehended Garfias near the collision location.

Deputies determined Garfias had stolen the vehicle from in front of a nearby liquor store. The victim’s 2 year old child was in the car when it was stolen. The child’s parent chased Garfias as he fled. Garfias collided with another vehicle at the intersection of 9th Street and McKinley Avenue.

The child was transported by paramedics for minor injuries and is expected to recover.

Garfias is currently on felony probation for grand theft auto. He was arrested and booked for grand theft auto, kidnapping, felony DUI, and felony hit-and-run. He was booked into the West Valley Detention Center and is being held without bail.
