INCIDENT: PC 207, Kidnapping
LOCATION: 6600 block of Victoria Ave, Highland
SUSPECT: Teresa Arias, 63 years old, resident of Madera City, CA
VICTIM: Jasmine Felix, 7 years old
Summary
On Tuesday, January 19, 2016, the parents of Jasmine ” Jazzie” Felix left her in the care of Teresa Arias(grandmother), at their residence in the City of Highland. When Jasmine’s parents returned home from work, they found Teresa and Jasmine were no longer at the residence. Approximately one hour later, Jasmine’s parents received a phone call from Teresa stating she took Jasmine from the residence and was never going to bring her back. The exact location for Teresa is unknown at this time but it is believed that Teresa maybe in the Pomona area trying to secure money for a bus ride to Madera, California.
Teresa has been staying with family in Highland since November 2015. Teresa does not have a vehicle and will be using public transportation. Investigators are not aware of any other family or friends in the local area.
The parents of Jasmine and deputies from the City of Highland are requesting the public’s help in locating Jasmine and returning her to her family. Anyone with information is encouraged to contact law enforcement with information. If you see Jasmine or Teresa please call 911 to notify the local law enforcement agency.
