INCIDENT: Maintaining or Operating a Drug House

LOCATION: 31300 Block of Circle View Drive, Running Springs

SUSPECT(S): Robert Allen, 48-year-old resident of Running Springs

Natasha Frasier, 20-year-old Resident of Running Springs

Bryce Auth, 19-year-old resident of Riverside

Joseph Leslie, 24-year-old resident of Running Springs

Charles Phares, 57-year-old resident of Running Springs

On October 19, 2016, Deputy Jonathan Cavender of the Twin Peaks Station authored a search warrant for a residence in the 31300 block of Circle View Drive, in the community of Running Springs. At approximately 8:00 am, deputies from the Twin Peaks Station served the search warrant at the residence. During the service of the warrant, deputies contacted Robert Allen, Natasha Frasier, Bryce Auth, Joseph Leslie and Charles Phares; who were all inside the residence.


At the residence, deputies located: 5 digital scales, methamphetamine, multiple individual plastic baggies, which are commonly used in the sales and packaging of methamphetamine, and numerous drug paraphernalia.


Allen and Frasier were arrested for violation of HS 11366, maintaining or operating a drug house. Allen was also found to have three outstanding warrants for his arrest. Allen was booked into the Central Detention Center and held in lieu of $235,000 bail. Frasier was booked into the West Valley Detention Center and held in lieu of $25,000 bail.


Auth was found to be under the influence of a controlled substance and booked into the Central Detention Center. Leslie was found to have five active warrants for his arrest related to narcotic and theft offenses. Leslie was booked into the Central Detention Center and held in lieu of $525,000 bail.


Phares was found to have a warrant for his arrest related to a narcotics violation. Phares is also on felony probation for weapons violations. Phares was booked into the Central Detention Center for violating the terms of his probation and is being held without bail. The case will be submitted to the San Bernardino County District Attorney’s office for review.
