In 1995, the National Procurement Institute, Inc. (NPI) established a program designed to recognize organizational excellence in public procurement. The Achievement of Excellence in Procurement® (AEP) is awarded annually. This prestigious award is earned by those organizations that demonstrate excellence by obtaining a high score based on standardized criteria. The criteria are designed to measure innovation, professionalism, productivity, e-procurement, and leadership attributes of the procurement organization.

2014 Etrich Williams


Etrich Williams personifies the County Vision through his teamwork, ethics, and commitment to efficient handling of very important automated mail jobs. Each year he plays an important role in processing mail that reaches every corner of our County, including property tax and W-2 statements; animal licensing, weed abatement, fire hazard, and court notices; public health and social services advisements; and much more. Etrich joined the County in a part-time mail courier position in 1980 and will receive his 25 year service pin this month.
