WHAT IS WELFARE-TO-WORK?
The Welfare-to-Work (WTW) program is an employment and training program available to California Work Opportunity and Responsibility to Kids (CalWORKs) recipients and is designed to help CalWORKs customers become self-sufficient before reaching their 60-month CalWORKs time limit.
WELFARE-TO-WORK ACTIVITIES
WTW activities are designed to help CalWORKs customers build self-esteem and prepare for finding and retaining employment, assisting them on their journey toward self-sufficiency and a better future for their families. These activities, include but are not limited to, the following:
- Employment
- Subsidized Employment
- Work Experience (WEX) Program
- CalWORKs Youth Employment Program (CYEP)
- CalWORKs Subsidized Employment Program (CSEP)
- Vocational education/training
- Community service
- Job readiness/search activities
- Domestic Abuse services
- Counseling services
- Substance Abuse services
- Family Stabilization
WELFARE-TO-WORK SUPPORTIVE SERVICES
WTW Supportive Services provide support to customers participating in their approved WTW activity. They may include:
- Childcare
- Transportation assistance
- Ancillary:
- Clothing required for work
- Items required for WTW activities

All CalWORKs recipients have the opportunity to participate in WTW.
An Employment Services Specialist (ESS) will reach out to you to work on finding activities to help you and your family succeed in the WTW Program. Not participating in a WTW activity, failing to sign a WTW Plan – Activity Assignment WTW 2, or failing to provide progress and attendance in a WTW activity without good cause, may result in non-compliance, which may lead to a reduction of CalWORKs/CalFresh benefits.
Your ESS will work with you to find additional concurrent activities to meet the required participation hours. For example, if you are required to participate in 30 hours per week/128 hours per month and are only working 20 hours per week, you will need a concurrent or secondary activity for 10 hours per week.

CHILD CARE
WHAT IS CHILD CARE?
Child Care is a supportive service provided through the WTW program, which helps reimburse Child Care expenses for children from birth to 13 years old when the family meets program requirements.
Families may be eligible to Child Care when the parents are:
- Living in San Bernardino County
- Receiving CalWORKs benefits
- Participating in:
- Welfare-to-Work, or
- Cal-Learn program (teen parent)
CHILD CARE FAQs
A CalWORKs recipient with a child under the age of 13 years old, who is actively participating in the Welfare-to-Work (WTW) program.
You can select the provider you feel most comfortable with. Types of Child Care Providers include:
- Licensed Child Care Center
- Family Day Care Home
- After/before school program
- Grandparents, aunts, or uncles, or any relative or friend (subject to fingerprint clearance)

WORK EXPERIENCE
WHAT IS WORK EXPERIENCE (WEX) PROGRAM?
WEX is a temporary, paid, hands-on employment training program offered through the Welfare-to-Work (WTW) program, and is designed to assist California Work Opportunity and Responsibility to Kids (CalWORKs) customers by:
- Building and enhancing job skills
- Gaining professional experience
- Preparing for future opportunities
Participants in paid WEX earn the equivalent of California’s state minimum wage and can meet their WTW participation requirements of 20/30/35 hours per week.

WORK EXPERIENCE FAQs
Subsidized WEX positions can be approved for twelve months. The assignment may be extended for two additional three-month extension periods with TAD/WTW approval (up to 18 months total) if the site continues to have the need and funding for subsidized WEX is available.
