About the Blue Envelope Program

San Bernardino County is proud to stand with other California communities in offering the Blue Envelope Program. The Blue Envelope Program is designed to promote inclusivity and serve as an enhanced communication awareness tool between law enforcement and community members diagnosed with a condition or disability such as autism spectrum disorder, dementia, anxiety, or other conditions that might require additional accommodations or awareness during a law enforcement interaction.

Adopted by numerous law enforcement agencies across the country, the Blue Envelope Program is part of our continued commitment to fostering trust and understanding for the people we serve.


How the Program Works

The Blue Envelope Program works by allowing an individual to readily display the Blue Envelope logo or present a Blue Envelope upon contact with law enforcement or other community service personnel. The Blue Envelope-branded products can contain the individual’s identification, contact information, or pertinent vehicle operating documents such as the vehicle registration and proof of insurance.

The Blue Envelope Program does not have a registry component; therefore, the program is voluntary and self-implemented.

There is no registration process to participate in the Blue Envelope Program. The Blue Envelope Program is intended for those who choose to identify themselves as having a condition or disability which may impact communication, or require additional accommodations or awareness during an interaction.

The program is voluntary, free, and does not require registration to participate.

Blue Envelope wearable & displayable products can be picked up at the Inland Regional Center. The Inland Regional Center is located at 1365 S Waterman Ave, San Bernardino, CA 92408, (909) 890-3000. The 6×9 envelopes can be picked up at participating agencies throughout the county.
