Law Enforcement Response to Homelessness

Course Description
The course will educate patrol officers on laws related to property, and search and seizure specific to homeless subjects. It will also cover psychological aspects to include families and mental health. The officers will learn techniques to build trust and encourage subjects in need to allow patrol officers to offer relief services.

Learning Topics
• Property rights of homeless subjects
• Analyze the 4th ,8th, and 14th Amendments in relation to homeless subjects and encampments
• Provide patrol officers with case law pertinent to homeless
• Educate officers on the criminal and civil aspects of squatting in a residence
• Enhance techniques for trust building when dealing with homeless subjects
